AGENDA ITEM NO. 1
MEETING DATE: March 12, 2019

TO: Public Health and Safety Committee

FROM: Scott A. LaVielle, Fire Chief/Emergency Services Director

SUBJECT: Homeland Security Region 3 Mutual Aid Contract Renewal

1) Attachments:

A. Region 3 Mutual Aid Agreement

2) Recommended Action:

Staff recommends the Public Health and Safety Committee forward to
Council for the Mayor to sign the agreement renewal.

3) Background:

After September 11, 2001, the State of Washington was separated into 9
regions. The reason for multiple regions is to plan for mitigation, response
and recovery during a terrorist attack or other emergency where multiple
resources and jurisdictions could come to the aid of an affected area.

The Region 3 Mutual Aid document was created to provide a clear path to
come to the aid of our neighboring counties and to seek reimbursement for
costs if available. This document is unique as it allows multiple types of
governmental agencies to share personnel and resources for all signatories on
the agreement. For example, a fire district and different county, or county
and tribe can come to each other's aid. The geographic areas covered by
Homeland Security Region 3 are the counties of Thurston, Mason, Lewis,
Grays Harbor, Pacific County, and includes Tribal areas of each of the
aforementioned jurisdictions. This renewal will remain in effect until
December 31, 2023.

4) Alternatives:

 Review and modify agreement
 Do not approve agreement

5) Fiscal Notes:

No fiscal impact for signing agreement.
