AGENDA ITEM NO. 8b
MEETING DATE: February 5, 2019

TO: City Council

FROM: John Doan, City Administrator

SUBJECT: Regional Agriculture Development

1) Attachments:

A. Draft Letter of Understanding

2) Recommended Action:

Acknowledge the Mayor's signature on the Letter of Understanding
regarding collaboration on Regional Agriculture Development in the South
Sound.

3) Background:

Over the past six years, interest in revitalizing the South Sound agricultural
economy has taken root and is growing through Thurston and Lewis
counties. The initiatives that are driving this development are not strictly
agricultural, but span the entire supply chain to include growers, processors,
producers and distribution. Just a sample of projects are the Agriculture
Business Park in Tenino, the Grains Trials with WSU Extension, the Grain
facility in Lewis County, Cascadia Grains Conference, the Craft District and
SPSCC education facility in Tumwater, and the redevelopment of the
Olympia Brewery. All of these fit into a State-wide fabric of agriculture.
There is a desire to direct all of the jurisdictions and agencies in this area to
work toward collaborative solutions that build on each other and better
broaden the agricultural industry. This Letter of Understanding helps to
establish that intent among the parties. It was proposed by the Thurston
Economic Development Council and WSU Extension - Thurston County. Both
intend to have representatives at the meeting to speak to the proposal.

As it is not a formal agreement and has no formal commitments or provision
for enforcement, consequently, it does not require Council authorization but
we felt it had value as a statement of cooperative intent.
